I got my card within 2 weeks and got another one a week later. The second one was a mistake but I could keep it if I ever needed a replacement. It isn't activated so there are no yearly fee's either (they both have different numbers).
Paxum is a company in Montreal, Canada, while the money is in Choice Bank ltd in Belize (south america)
The creditcard is sent by a creditcard company in Chicago.
So if paxum says they have no control over the shipment of your card, it means that they ordered your card with the company in chicago and they should ship it to you. And I guess all they can do is order a new one there.
