Almost all VPN providers will give you a big chunk of their hard-earned profit on a recurring basis if you can get them clients.
So you can get free software: their VPN client app, which you can then sell, by referring clients to their sales page, and receive good commissions.

VPN Affiliate programs are crap or they don't convert on cold traffic , i donno.

Yes, cold traffic will suck, you need to highly target your traffic to sell good. For cold traffic I would guess only crap with money investments or something related to money would work well because who doesn't want more money right?
But all in all, its about the message you can send to the lead. Back then when Russia decided to ban Instagram, you would BANKKKKKK HUUUGEEE with VPN offers if you could target russian origin Instagram influencers and link them to their own local news article and offer them a solution: VPN so they could continue to do their Instagram stuff.
If I would need to now promote VPN, I would target Netflix users from Europe and offer them VPN service that works with Netflix so they could unlock full content of the service they already pay too much.
Netflix in EU has very limited content compared to what you can get if you are from US.
Good message to send to cold leads, if they are Netflix users.
