Always try your link profile look natual and avoid bulk link building in short time, use high quality sites in tier 1.

unless you are a brand name, i doubt anyone who is not doing black hat stuff to get ranked. getting penalized is kind of difficult these days. google ignores shitty links; hence they just ignore and move on. if it was that easy to get penalized, then you would be seeing negative seo left and right.
not sure the last time I saw a case where someone coming here and asking for help because they got a penalization note in their GSC.
now you might have algorithm penalization for some thing you have done on your site, i.e. over optimization, but once you fix it, your ranking comes back. not sure if this is what you had in mind or not.

i honestly doubt we will ever see such penalization, because google AI has gotten pretty smart in ignoring shit load of external black hat work

I got a few of them penalized, but they were made for some pure BH testing, couldn't really complain,
Other than that, most of the websites aiming for BH quality links (PBNs, guest posts, crowd links, web 2.0s, etc...) are doing totally fine and do rank well for years

Google like the bar drunk who always says something like this"oo I am perfect man trust me " while he's doing that he's stealing the beer or peanuts
Listen to what they say or does but take it with a grain of salt
Everything we do or say according to Google is a wrong act . The trick is do something big or smart then not get caught for example pbns bad according to Google? Well why do so many of these sites help Google make money?
What Google wants me and all the other people is to keep making them money, for example, I am sure Google if we all send them $2million Adwords today would secret love or like us once then tell us SEO does not work.
