What is the difference between expired domain and droped domain ?

And did both of these domains suffers from sandbox ??

There is no difference

No, most of them don't. It rarely happens but sometimes when a domain suffers from sandbox the owner of the domain then drops it / lets it expire.

You have to check the history on archive.org to check that the site was not used in some shady PBN or other network. Then it's up to you to put content and index it & follow up.

May be - May not be. Sandbox is not an alogorithm but a phenomenon

Expired domains also get into sandbox not always...It may be or may not be...
