DHgate refund scam?

So I ordered items from a guy, they didnt match his description but I didnt notice for a few weeks. He said it would take a long time to do the refund over dhgate but he could return it directly to me. He says in order for him to do so i MUST send a message on dhagte ( we are talking on skype, he says I can't send it on skype) with my order number and payment amount. I don't understand, he is not a major popular seller, he should be able to pull up my order. Is this a scam?

It doesn't look like a scam to me, at least not yet, maybe the seller is just playing for time. But it appears, that you don't have too many options to choose from. You might as well just send the message the way he wants it and see what happens.
