You can create a free site and do experiments with the amazon aws free tier
or
You can use a site called wealthyaffiliate.com and create a free account and you can create free site there (I wouldn't recommend using their premium plans or anything since you can find better hosting elsewhere)
I'd recommend the first option over the second but the second is much quicker to setup and get started

OP simply search in Google "Free hosting" tons of sites to do experiment and testing.

Wordpress is free and you can download it at https://wordpress.org if you wish to tinker with it and explore it I'd suggest doing it on localhost via WAMP (http://www.wampserver.com/en/) or XAMP (https://www.apachefriends.org/index.html)
