Development site features, but do not understand programming.

I built a Adult website myself, need to develop website features, but I do not understand programming.

I thought of two ways.

1. Employment at blackhatworld (may be deceived)
2. Employment at "guru.com" "upwork.com". (May be rejected)

Will you have a better way?

If you're in the US, I'd normally suggest craigslist since it's cheap but imo since you're already on here find someone with a good reputation and use them. (because on craigslist you have no idea who you're dealing with)
