When I take writing gigs, I like having as much info as necessary so that the client gets what he wants.
Usually that includes:
- Keyword (only if he needs an article optimized for one. Not everyone needs an SEO article)
- Main purpose (To be informative? To promote an offer? etc)
- Tone (Friendly? Formal?)
Ideally I also like to have a link of the blog/website where the content will be going (to get a feel and make it match better).
Edit: I forgot. Yes, a writer should be able to rewrite a “broken”, loosely translated article to something that makes sense.

my problem is the writers don't read details till end. as i see. i collect details about product (amazon affiliate), it's took time. but these guys read only half of details. now i write some text what i want (not full article), translate via Google and then send for fix errors. but they write what they want. i talking about quality 10$ - 1000 words. my last article was a madness. they didn't read what they write. it's only happens with me?

I’m sure it doesn’t happen just to you. Sometimes it takes time to find someone who is a good fit
Try a couple more writers at this price point, and if you still don’t get what you want, maybe increase your budget a bit and you’ll find someone good enough in the new range

to start
a good writer needs to read the article FIRST
if and when the message is clear then begin to work
if the content causes trouble then go to work and make a draft of all necessary corrections needed
( all changes should always be done on copies never on the original)
then a copy of the draft is returned for review

What I usually do:
1. Layout a template of how I want my post to flow (headings - titles of what should be discussed, FAQs if any, how many Headings to use, and what type: h2, h3, etc.) - I know exactly what I want in my articles.
2. Find the top 10 sites discussing what I want to write about and list it for the writer so they can reference proper information in regards to my article
3. List the amount of KW's I want to be included in the document, I'm not too fussy on this one as I add my spin/optimize it for SEO afterward.
4. Make sure they understand what I want and talk to me if they have any questions/concerns as I always want to help.

A good specialist will ask the necessary questions and clarify all the details that he needs to work.
If you have special requirements and comments on the article, then you say them immediately, and then ask the author what else is required.
Usually, I check any authors - if they ask a lot of clarifying questions, then they try and want to give a better result.
