Just design or the whole 9? You need to be a little more specific. The easiest method is to use something like wordpress and get some themes from extend. Or You can check out services like Squarespace http://www.squarespace.com/ I have never used them but have heard a couple good things so far. Also Intuit has a free simple site creation tool. But again I have never used either of them. Look up on Google for free web design services or tools. You will find a few options.
