Denied 4th time with W4. Help

I've applied to W4 times already and got denied everytime. I don't know why they denied me when I got in with networks like maxbounty, copeac, neverblue and other networks. The 4th one I used a different domain and a website but I still got denied. I always follow them up with a call. Anyone here can help me get in?

I run traffic through Pay Per View and SEO. But most of the time I use Pay Per View as I have some campaigns running already.
