is there a way to target low income users? e.g., those with a household income below $50k?

You can try with age groups between 22 to 28 years with household income below $50k.

Its very unfortunate that Facebook is removing targeting based interests from detail targeting section. You can use google for this information.

Also you can target behaviors by excluding Frequent International Travel.
