sometimes it may be because your page or ip has been flagged, you can try to replace them
 
If it's an old account with a clean spending history, replace the new profile, check the page and the payment card, then create a new campaign.
 
Yes, we've seen this issue happen from time to time - especially when Facebook's AI detects something unusual, even if the account has a clean history.
Sometimes it helps to duplicate the campaign or change the creative slightly before relaunching.
 
Delivery errors even though the account is clean are often related to the issue of ad content, landing page or previous behavior of pixel/BM , not the main account. The campaign evaluation system may contain sensitive elements, or coincide with past violation behavior patterns from IP, page, domain... You should try changing the angle, adjusting the creative or completely cloning a new campaign on another BM to test. This error is not rare, but handling it requires patience and testing each element carefully.


 
it's annoying to get that error this error is often happening lately due to the tightening of Meta's review system you just need to double check your policy scope and other specifics if not or change to a new account

From what I’ve seen on BHW and Reddit, it often happens when:
The account gets a “soft restriction” after too many edits, rejections, or flagged payments
Meta’s system thinks the account might’ve been compromised (even if clean)
Most people report the fix is to wait 24–72h — sometimes delivery resumes on its own. In urgent cases, duplicating the campaign into a fresh ad account often works.
 
This error is often caused by a system glitch or mistaken flagging, especially with new accounts. Try setting up a new campaign or slightly adjusting the creative. If it still doesn’t work, it’s best to contact support for a closer look.
