Spam score is not a metric Google use to determine whether link is good or not.
If these links are relevant I would keep them. If not, I would still keep them. Frankly never seen the effect of disavowing backlinks.

I got press release backlinks with some having a high spam factor. Which is better, try to have these articles / backlinks deleted or google disavow these backlinks? (They are not yet to be seen in GSC.)

I wouldn't worry too much about them. If it's just a couple of links, I wouldn't even disavow them, as they should have no negative effect on your rankings.

Spam factor might not be giving negative factor when it comes to ranking, but it does give a bad impression for human eyes. Since the spam score based on the backlinks we have, it doesn't matter it works or not, clean the spam backlinks for your own satisfaction.
Op dont disavow them, most of them will disappear with time. Plus they are not going to hurt your rankings unless you keep blasting PR to your site.
