Delete Gmail account without password

Can someone of you delete a gmail account without accessing it?
I have lost the access and there is NO WAY to recover it

It's linked to my ig account.

Unless someone knows something I don't, the answer to this is no. If you have permanently lost access to this account there is no way to delete it.

Delete email from your ig account or delete gmail account totally?

You can reach to gmail and say that your account was hacked. You need to have some proof that you created that email: original phone number, the original recovery email that can show them you were the owner, something, anything...

Or just delete the email from IG account and move on!
