Deindexed & Cheap vs Indexed & Expensive

When looking to buy PBNs is it better to look for expired domains with good stats but not indexed or getting domains that are indexed from auctions?

If you buy non indexed domains, you might never be able to index them as they may have been penalized. So always go for indexed domains.

As bruceleeskids said if it's not indexed it's more of a risk but on the other hand you can check a domains history at waybackmachine.org to see if it's had anything on it in the past that could have caused a penalty e.g. a PBN or dodgy 301 redirect (on another note if a domain has no history in waybackmachine that should also be classed as a red flag)
