In paid ads, especially Google Ads, nowadays, sophisticated blackhat click farms are used and unfortunately, they are so sophisticated that NOTHING can really be done to stop fraud clicks. See https://www.blackhatworld.com/seo/is-bing-selling-fake-clicks.1447717/#post-15762387 and https://www.blackhatworld.com/seo/how-to-prevent-fraud-click-from-competition.1333191/#post-14936213 for some more insight into it.
Certain niches are more prone to fraudulent clicks and certain niches are less prone to fraudulant clicks. Fraud clicks can sometimes be minimized through appropriate campaign changes / tweaks.
And, with Clickcease, etc if you even pay, that is NOT to stop such click fraud. There is NO WAY to stop click frauds.
Clickcease, etc, like any other company in the world, will succeed only by mis-selling to you. If you pay Clickcease, etc, the ONLY thing they will do is to provide you a detailed click fraud report, which you have to submit to Google Ads with the hope that Google Ads may consider crediting your Google Ads account for some amount of those fraudulent clicks.
