deep link spamming

Regarding google penalties, I know they apply when you build large amount of spam links to a domain. i.e if you blast 10k blog comments to the root domain. But what if you blast 200 links to each of the 40 pages on the domain? do you still catch a penalty ?

If you build many links to any page of a site, the site will go down in the SERPs So you should build the links if you want to avoid any penalties.
