I am in the process of getting a PayPal and I was adviced to use a Dedicated proxy or vps.
Can anyone recommend good ones?

For proxy try proxy bonanza. I have used their services some years ago and I've been very satisfied.

But for sure you will find good services on the Marketplace threads too!
