You can probably get away with having multiple users on the same 4g proxy since that's just how mobile IP's work: lots of people have the same IP. Things like NAT allow multiple accounts using the same, say, coffee shop gateway IP to be on at the same time, but it's much more suspicious. I wonder if the way some sites block VPN servers is if they see too many different connections coming from a server, they ban it.

For managing GMB accounts, it's advisable to use one dedicated proxy per account to avoid issues.
If it's a good quality mobile proxy then you don't need one per account. but don't forget to rotate that. You can use 4-5 proxies to manage 15-20 GMB accounts. I am also doing the same now to manage my local seo clients.
