If you got a different person moderating the article, then I could see it working. But you have to fix the reason for it's decline. If they said it's not relevant, changing the title wont help.
I was wondering about the same thing. I've had two articles rejected at CC (for "formatting", "incomplete description", yadda-yadda-yadda) and thinking about submitting them to Tr!ond and AC...
I had one rejected because wordcount was too low, and it said i could resubmit it but only for display. Instead i deleted it from their system, rewrote it with more words and resubmitted it. It was accepted.
Most of the time I get rejected for not siting sources, if you just find some sites related to it all you do is add these to to the bottom of the article and re-submit it.
Depending on the reason, I usually wait a bit and resubmit them. Word count too low, citing sources, etc...just fix it and resubmit. The "unique content" declination, and too generalized, on the otherh and...those I just rewrite, if anything.
