Decaptcher Stand alone

Guys... I'm really pissed and really frustrated. I'm terrible with coding and know nothing about it.

I'm trying to set up a stand alone program that I can click a file and it will auto-run decaptcher. I'm running jit bit Macro, and I want it to double click on a file to run decaptcher while I have IE open, but I have no clue WTF I'm doing.

Any help appreciated.
