Debit/Credit card for ebay and paypal

I bought a virtual credit card from someone to use on paypal. I believe the account number on the card shows who the card came from.
Does anyone know of a website that you can search a credit card first 4 digits and see who the bank or source is?

Surely someone knows how to find the issuer of a gift or debit card by the account number on a card.
