Debit Card for Fake PayPal Account?

I'm unable to post my own thread, so I hope someone can help me here. I'm trying to set up a PayPal account with a debit card that's based in the US but it's going to be for someone in Cambodia. I'm at a total loss as far as what to do. I have my own PayPal account but I don't want it linked to his PayPal account. Any help is appreciated.
