No, the view counter isn't "catching up". The video is from months ago. Realistic likes are about 10% of the amount of views, and comments are even less.
 
How do they do that? I've seen it around and it makes me curious. I just don't see how there can be comments and likes on a video that wasn't even viewed that many times unless its like facebook, and you can leave comments using a comment box that is not directly on youtube.

They are using bots, when you use Youtube API you put comments/likes without increasing the views.
 
It being frozen at 310 views for so many months means that the view counter is frozen. It could have thousands or hundreds of thousands of views, although they don't show.
