Tell that to people ranking with parasites. Google is so evil one day they will sell guest posts on their properties lol.

I had no issues ranking with a help of web2.0 content.
However, I do create a legit looking blogs with a lot of content, on-site SEO, relevant media etc.
Once I start building web2.0 blog i just forget that purpose of it is to build links and just make a....legit blog....
After that, I add some more content in span of few months, make social profiles for it and then, after couple of months, i start adding content with desirable links.

Google says the same for PBNs, Guest posts and every freaking link you build. So whats your point?

- Getting links from free sites is spam
- Getting links from paid sites results in a manual action
- All user generated & sponsored links must be nofollow
- The natural links may result in manual action if they're not - relevant, spam free & low inbound links

No, they can not. Google engine is so dependent on backlinks that their whole initial algorithm is build around this. They can decrease the weight of the backlinks, but will never remove them as a factor for ranking.
Yandex managed to do it in some ways, so Google is working in this direction, but will net get rid of them entirely.

They should at least do some split test with content vs backlinks. I heard that they tried to give more importance to social signals but that didn't work. I guess no one understand their algorithm completely to make changes of this magnitude.

They said that have tried, but nobody saw it.
I remember they were just claiming to do it, but never released a beta or some public version which the users could actually try. I might be mistaken.But that's also a proof - no matter how hard they try or want, they will never get rid of backlinks entirely.
But also they are giving them less weight right now, yes you can rank without backlinks. My strategy is around just 10% linkbuilding and probably up to 20% for more competitive niches.
There is also the other scenario as well - you can rank only with backlinks.
