They could've simply ignored all backlinks and ranked pages based on content quality & on-page SEO. That will also encourage webmasters to write more & more quality content.
No, they can not. Google engine is so dependent on backlinks that their whole initial algorithm is build around this. They can decrease the weight of the backlinks, but will never remove them as a factor for ranking.
Yandex managed to do it in some ways, so Google is working in this direction, but will net get rid of them entirely.
They should at least do some split test with content vs backlinks. I heard that they tried to give more importance to social signals but that didn't work.
