I run a high-volume web service with PayPal as my payment processor. Because of their seller protection policy, I am basically defenseless against unscrupulous customers who pay for the service then do a chargeback. Lately I've been getting waves of them, mostly 'unauthorized transaction'.

I have thought about threatening them with filing a police report with their local department (since I have their name/address via PayPal), or sending a blast to my huge mailing list (250k+ opt-in subscribers in the industry) with their details, warning that they're a scammer. I am just worried about bad PR, it really doesn't look good for a business to be threatening customers -- eg. someone screen-shotting it and putting it on social media, etc.

Is there anything I can do to lessen the chargebacks or scare some of these guys into reversing them?

Do you have a TOS on your site or a Refund Policy?

Nothing much can be done over here other than avoiding risky transactions. The only thing you can do to reduce losses to unauthorized claims is to make sure they don’t happen in the first place.

Or, you can contact customer via phone before delivering the order.

Make an invoice for them either show your conversation to paypal team so they can't refund them and it's being good for them to take an action against them, as you have a proof against them through conversation. Just simple as we are doing here on shit list. Showing proof of our conversation that we are legit and we did our job honestly.
