About DMCA ignore, honestly it depends as each jurisdiction has its own set of rules and freedom, like I would say that Bulgaria is a very safe location in terms of DMCA ignore, as some one will have to visit that country and file a complaint with the local court against the host and then get that court order that means spending over 1 year and a lot of money in lawyers fee, so 99% you wont get it, and you are safe, the other locations like Netherlands and Sweden are good too, but they will act on some complaints if they come from some EU authority.
So choose your offshore host carefully, and see if they are also backed by a good network providers that can take some complaints and wont take your content off.
In short domain is not an issue, 99% of the complaints will be directed towards your host, so you should look to get a good offshore host.
