I'm not real familiar with datpiff, but I know that it functions on ratings and views.
To promote it would be like anything else - A great place to start would be Facebook (target fans of similar music styles if possible).
In the end it all comes down to traffic. It should be similar to promoting YT - figure out the best ways to increase the view count, and the artist/song will rise to the top.

datpiff.com offers a variety of hip hop music aswell as others but its focus is hip hop. you can check out similar sites that release singles instead of mixtapes and comment on the new releases is one idea. or upload the songs with still picture videos on yt!
