Phone registration for accounts and everything else on web. Chatbot is best but it will require a properly automated flow that has quality responses based on LLM and other configurations

Keep everything in the phone + proxies if you have a budget; if it's limited, do the registration and verification on the phone, then use it on the web.

Phone or Web is fine, however you have to make sure to clear the fingerprints so that the new account is not linked to the previous account.
