Date of backlink creation is counted when link is CREATED or INDEXED?

So, for example, I created 4 backlinks 3 days ago and it was indexed yesterday and I created 8 backlinks yesterday and all of them were indexed yesterday. It means that Google counts that links as created on the same day(so 12 backlinks created yesterday) or 3 days ago(4 backlinks) and yesterday(8 backlinks)?
 
Google counts since the day it was indexed. Do the reverse engineer thinking - if Google never index a link then it's worth nothing. So it happens the same on the other way around.
 
I know how Google works. But let's say I'll create tier2 to all my not indexed links and all of them will be indexed on the same day. Isn't it unnatural in Google's eyes even if those backlinks were not created on the same day?

1/ Google does not count since indexed, it counts since crawled (but I dont work at google, just guessing, and it is nearly the same except they probably keep an history of crawls more so than an history of indexation, especially as they recrawl); as crawling is 1 thing, indexing another.

example you make a link, it is crawled, then indexed, then links gets broken, then deindexed, then fixed, then reindexed, so which date counts? I think they still have the date of 1st crawl; which they should use as they know links get broken; and not use date of second indexation (a bit futile I know)

2/ Google does not have the time to care when you are indexing your links, unless it is a huge quantity; normally the fact that they are indexed means you are good to go.

what could be the causes that Google never index a backlink? Even if you submitted it? Should you submit each backlink to Google?

it is based on a probabilistic model, designed in such a way that most pages on the Web get crawled often enough; so huge site multiple times daily, small tiny site could be around once a week (just guessing frequency).
 
As per the google search console statistics I would say its when the site was first crawled.
