You'll want to look for providers that offer virgin IPv4 subnets with clear IP reputation documentation and test connectivity first since many datacenter ranges in those regions are already blacklisted by major platforms. Consider reputable providers like Bright data, Decodo, IPRoyal that specifically list Puerto Rican and Ecuadorian datacenter IPs in their inventory - just request test IPs before committing to a bulk purchase.

Those locations might be hard to find. I'd suggest trying rotating residential proxies with a sticky session so you can target the exact location you want

Gonna be tough to find good static IPs in those GEOs. I’d just use rotating resi proxies. Also hit up support and ask how many active nodes they usually have in that GEO. And in your settings, keep the GEO targeting wider, like the whole country, not a specific city.
