Database sites and backlinks.

Ok, I understand in order to get ones website to a high PR and good traffic flow you need to have BACKLINKS. In order to get back links you need to either A.trade quality links B.Post your domain on high ranked pages or C.Build database sites with your domain on every page. Now my question is this. Once you make a database site(which I myself is still unclear of doing) how do you then get your database site/sites to be also indexed, and also getting traffic to those? I am a little confused.
