database information removal

looking for professional black hat to remove some information from a database, bonus and good money paid to person who can ACTUALLY do this. I have looked everywhere with no luck and kid scammers everywhere. Even tried finding these crack Chinese folks everyone writes about but no where to be found on the internet, just stories about them.
I know the real deal person is somewhere on this site, please consider helping me with this project. newbie here to this site but I have followed it for several years, reading posts etc.

Depends on what you mean removal from a state database. Are you asking someone to hack into a government data facility? If so, this is not allowed here.
