If you spend within a certain limit, that threshold will also increase, or you can find accounts with large spending thresholds from providers with valid fees.

IF YOUR THRESHOLD IS GREATER THAN YOUR SPENDING LIMIT IT DOESN'T MATTER. IF YOU'RE STILL HAVING TROUBLE, CHANGE TO ANOTHER ACCOUNT, THEN GRADUALLY INCREASE YOUR SPENDING LEVEL SO FB DETERMINES YOUR ACCOUNT IS TRUSTABLE AND GIVES YOU A HIGHER SPENDING LEVEL
