i didn't get what u mean exactly , but for redirecting visitors based on geo-location there is aff network like Adworkmedia that give you the possibility to create smartlinks to redirect your traffic to multiple offers based on their geo-location , for the work of counters .. it can be done on your landing page with a Javascript . i hope i help , coz i didn't understand you so well .
