DA or linking to specific sites ?

Quality backlinks from high authority sites are more impactful for improved site ranking than a rapid boost in Domain Authority alone.

DA is just a number, it does not guarantee a high rank.
I have seen 10 bucks gigs on Fiver to boost your DA to 50 but it doesn't make any sense.
A high DA without strong on-page content and user engagement may not translate to sustainable ranking improvements.
 
DA has nothing to do with your site rankings in google, it is merely a stat moz uses to determine the strength of a site, according to their own calculations.

In my opinion both the options will help your site to rank better but i would say 2nd option works better with obtaining high-quality backlinks and effective.

DA can be manipulated at least use DR but still don’t rely solely on that
