I need a customized wordpress website. I have a model of exactly what I want it to look like. Please pm, if interested.

Buddy you get what you pay for, $20 is not going to happen. Personally I am currently paying $90 from PSD to coded in WHMCS responsive.

But now that I have the theme located, should I just purchase it or find it free and customize it my self. Because I'm thinking it shouldn't be too hard.

Or should I still hire someone to do the customization for me. Such as adding a new background pick, uploading my logo, and changing the color scheme. That pretty much the gist of it.

I would recommend buying it to be honest. Nulled scripts can often contain malicious code that can mess up your server. That being said you can download it free here: http://uploaded.net/file/epgeve4m
(click the free download button). I got this link from scriptmafia.org. Use it at your own risk. As for customization, usually premium themes like this make it very easy to customize the logo and colors. If you need more help PM me. I don't work for free but I can probably help out if you get stuck.
 
Looks like you need a theme not a custom WordPress site. You won't find true custom for less than $500. $2k would be a good estimate for an average one. In addition to a better reputation, you'll find yourself getting more positive responses from experienced users when you name and describe your thread with honest intentions.

Excuse me, I thought I could use theme and website interchangeably, sorry.
 
Nah, you should be fine customizing the theme. These premium themes have easy to understand admin panels.
