What program can I use to build a customized Facebook page. If I am hiring someone, which program should I tell them to use?

custom fb fan pages are simply a iframe through to a website optimized for FB with proper dimensions. there are some nice flash templates they could use, and there is also pagemodo.com you could do it yourself easily

What he said, & I know there's more user-friendly websites out there that provide templates like wix.com, etc.
