I have taken the initiative to create a custom CMS with Laravel, like wordpress cms. How to do this is better. If any of you are experienced, can you help me by giving advice or share any reference package if you have one.

Any reason why you are starting from scratch? Do you want a sellable product or are you looking to build this for personal use?
I ask, because there are incredible and extremely powerful solutions out there. Such as
https://filamentphp.com/ - My Favorite (probably must've deployed almost 100 sites on filament)
https://statamic.com/ - My second favorite. Probably comes the closest to WordPress Dashboard in terms of management.
https://wintercms.com/ - I only recently discovered this and it's been growing on me

I want to custom build a CMS and sell it to my company's customers.
Since I will be selling the CMS to my customers, I definitely need to use free resources.
