Custom audience from Facebook group members or Instagram fallowers?

Is it possible to create a custom audience for ad targeting based on members of a Faceboo group that is not mine or Instagram followers of someone else?

When I try to upload scraped user IDs to create a custom audience in meta ad manager, there is a requirement:
"An ID corresponding to someone who has interacted with your business's Instagram Page."
And these users never interacted with me, I just scraped them from facebook or instagram.

Is there a way to target these users with meta ads?

You can use a service to scrape emails from followers of a certain IG account then upload the emails as a custom audience. It's not recommended though as the list is supposed to be yours collected legally but it is possible
