Current method for creating another Instagram when previous linked ones were all perm banned?

So as I said in title I recently had all of my linked Instagram accounts banned/deleted for spam marketing.

Tried to create another one and got instantly flagged by Instagram and had the "account has to be manually reviewed to follow this account" when attempting to follow another account, than getting the account banned a hour later.

I have spare phones which I don't use but I have previously logged into the same accounts that got banned on my current phone on the older ones.

Attempting to reset the phone and changing IPs will that be enough to disguise my new Instagram to not get flagged or do I need different steps to evade the Instagram system?

Phones are android or should I use a emulator on the desktop?

Use a fresh device, clean IP, and new email. Stay low for a few days to avoid flags.

Thanks for the reply so I need to use a whole new device I do have a spare laptop I've never used.

By stay low for a couple days do you mean wait awhile to make the new account? Or when I make the new account don't do anything on it for awhile to raise suspicion?

You have to make sure that all fingerprints are cleared, Ip is rotated and device ID is altered. These are vital components

Maybe using Antidetect scanners might be a good option for you.
 
Have you considered using anti-detect phone services instead? It's cloud-based services, so it saves you the hassle of managing your own physical devices and associated setup (IP, fingerprints, etc...essentially what has been described here). Search here on bhw for anti-detect phones and how others use them.

Resetting the phone, clearing cache/data, using a fresh IP (preferably mobile or residential proxy), and a new SIM can help. Avoid logging into old accounts again. Emulators can work too, but they’re easier to fingerprint if not configured properly. Also, start slow—don’t follow or post too much right away. Warm the account up gradually to avoid instant bans.
 
Yes, do as others have said. Youll need to wipe your phone, better if one of them needs an update on os and then use mobile proxies all the way when you register and use the account.
 
You should read about device fingerprinting.
 
Unless you know how to root the emulators to not get flagged, real devices are the way to go - try wiping them completely, adding a new proxy to the phone (make sure IP is clean, not flagged), and then generate a new account.
 
Yeah IG can flag devices real quick if you’ve logged banned accounts before. Try full factory reset + clean mobile proxy or 4G IP. Emulators work but tend to get flagged more often, real phones with fresh setup usually safer.
