The best way currently according to my personal experience and I am still planning an advertising campaign as well as adding cards daily, the main cause of this scan comes from the Bank, I have tried changing to some other bank with fewer users. Guess what happens? Adding tags is completely normal and can run ads smoothly.
 
This situation is probably happening a lot and up to now there is still no solution.

Facebook is having a hard time right now, they check constantly and are very strict. I see many people saying it's because of the election but I think the election is only part of the reason because every year there is a period like this.
 
I think you should check your ad account, if it shows signs of being lost, when you add the tag, it will die immediately at that time you will not be able to run ads.
