Curious case about my Paypal dispute

Recently, I disputed with a scammer, but before I get I win email from Paypal, I can sure he withdrawal the money from his Paypal to his bank account, yes, he told me this, then he didn't deliver the digital item to me and I knew I was scammed.

Then I disputed the case, after 1 week, today I think I received the refund notice and Paypal says I win the case.

I am curious is this Paypal paid me instead of that scammer?

PayPal pays you with their own money, then they charge the other person for that same amount.

If they don't have any money on their PayPal balance at that moment, their balance will go negative. If they don't pay their debts in a given time, PayPal will sell the debt to debt collectors who operate in their country.

PayPal does that? I mean if your credit is on negative, PayPal sell the debts? What can do you with the debts of someone else?

Paypal will put the other side's account on debt (Negative balance) and pay out of their own pockets (shocking, I know)

Wow, first time know this, we all diss paypal all the time lol, at least this time it protected me, thankful to pitty P!

I hope evetually Paypal can collent money from that scammer's bank account.

Yes, Paypal refunded you from their own 'pcoket'. What they eventually do when possible is send the details of the debt and scammer to claims and collection agency to recoup their funds. Whether they are successful with that is what I can't tell, since I'm not privy to their financial records.
