On adsense....does high CTR raise questions when its overall account or a specific site?

Yes, and yes.

Anything that doesn't fit into an assumed model of what your numbers should* look like will raise an alarm with google.

well i usually hang out at 3-5% but then i change and ad around and its going bonkers....i have been chillin at just below 10% i even decided to move the add off of one of my pages and its still kickin about 8.7-9.5...on a brighter side i have definatly reached my highest earnings in one day with adsense.
