Is there a payment processor that can be integrated into an e-commerce website, allowing customers to pay using credit or debit cards, and converting the transaction to cryptocurrency while crediting the funds to a designated wallet?

I don't think there are many such payment processors around, due to the huge amount of fraud that would be attempted through them. You could try using some sort of fiat on-ramp system, like Transak's API.

Look up nowpayments, they allow to connect fiat payments to the existing thousands of crypto coins they have.

Keep in mind, most of the coins have a minimum transaction amount of 15 dollars.

Yes. Buying crypto with card and then converting it to crypto as a payment process just screams fraud.
 
I know of an old SAAS that was launched on Warriorplus some years ago that can do this without any issues
