My youtube accounts are suspended in the past and new accounts result in the same. How can I do it without getting suspended or getting rejected from monetization program?

first, you have to clear you browse data after you need to totally uninstall your web browser, reinstall again and change your IP and you can create your account.

To deal with browser, I will install Windows 7 unofficial version Tiny 7 on virtual machine. For the IP part, how do I change it? Proxy or vpn?

if you have dynamic ip you can change your ip using your command prompt. just search in google, also its more better to change your mac address.
