If you are in the US then it could be more difficult; but you can try everything new. New identity, new address, new bank and CC details, new PP, new telephone and internet connection, etc. (too much to do there though) but with only very little changes to preserve your actual identity so that you don't come across as a 'sc4mer' for them... may be someone from the family can help you there, provided you have WH intentions only so as not to bring them any 'harm' in future.
Or you may risk using a different type of PP account (i.e., if you have a personal type, then try using a premium account... but even then you may need a new bank/cc account at least without changing your name, address, etc.). If you are a merchant then it can be very difficult IMHO. I am only giving you some pure WH ways which even PP seems to be OK with (provided the person isn't using the details for sc4m purpose).
I think they eventually know or seem to know everything... cunning bas**ds! And we 'small-timers' also don't have the means to carry any great methods over a long duration either,... eventually they seem to find out and take action when they feel so. So please don't attempt any BH methods with this information alone. As I said, I think they give you a wide space to go ahead in case you aren't giving them a reason to frown.
This is purely a method for WH people (like me
lol.) who want to continue using PP after one of their accounts get banned for whatever (small, of course) reason. And/but I don't know how a more advanced BH method can be useful to you.
