If anyone is willing to share a way to create multiple GV accounts for free it would be appreciated. I likely won't need more than 10 accounts each month.

If you only need 10, why not just buy them? They are like 3$/each

Doubt you're going to get some free shareable method to create google voice accounts, and if you're only needing 10 a month I highly doubt you will have the funds to purchase a private method.

If you do have the funds, I can lease you my system.
