well, if the accs aren't email verified, you will be asked to email verify them at first, in this case if you have access to the email accs which were used to create the accs, it's an easy job, if you don't, then tough luck
also if they're already email verified, but not phone verified, you'll get a phone verify request and you will need access to these numbers later, if you're getting asked to re-do the request, that's what i was trying to say there, it's not the "i forgot my password" thing, but it's when you're asked by instagram to (re)verify your account
Ahh, you were talking about the situation if you don't have access to phone number (for example if you bought your accounts or your number is not active).
So if you are asked to verify your number that was verified earlier, can't you change the number and use another one? I believe I was able to do that earlier, when I got the PV window with my first verified number that I lost (sim card no active). I just changed the number to my new one and verified it without any problem. Can't you do the same nowadays?
