I've created many accounts trough BlueStacks and I didn't have any problems, still running some of them.
Anyway if you're willing to use it remember that BlueStacks is seen as a "normal device" so there will be the usual max accounts created per device limitation.
If you want to make more accounts the solution is BSTweaker, with this program you can change Device Model, GUID, Google Advertising ID and Android ID.
Before doing this just go on Advanced settings, stop Instagram and Delete all data.
Next time you open BlueStacks it will be as a fresh new start (but remember to apply the proxy).
